Contract Cost and Pricing Division

Mission

The Cost and Pricing Division handles a wide range of pre-award and post-award contract cost and pricing actions. These actions, include but are not limited to, evaluating cost and/or price proposals, contract changes, re-pricing actions and final contract pricing, analyzing estimated costs for realism and reasonableness, provides advice on technical and audit reports, assists the contracting officer in establishing the pre-negotiation pricing position, the final negotiation objectives, and assist in conducting final price negotiation, applies knowledge of market conditions and pricing trends to complex pricing situations and develops recommendations to senior management regarding price reasonableness and provides alternative solutions to complex problems and participates on multi-disciplined baseline validation teams for extremely complex, multi-million dollar environmental restoration projects.

Mission

The mission of the Policy and Contractor Human Resources Management Division is to support the Environmental Management Consolidated Business Center (EMCBC) through effective support services that meet EMCBC customer and departmental goals and requirements. Support services include providing procurement policy, operating procedures, and guidelines, and providing management of the Small Business Program; Headquarters and field offices data calls and procurement management related reports; the Purchase Card Program; the EMCBC Balanced Scorecard; the Acquisition Career Development Program; Office of Contracting FOIA requests; and procurement systems and data gathering. We will support our EM Headquarters and EMCBC customers to ensure we provide the best services for our customers.

Contractor Human Resources Management Team

Mission

The mission of the Contractor Human Resources Management (CHRM) Team is to provide support to the EMCBC client sites in the full range of contractor human resource programs. Services include review of contractor human resource management contract deliverables in the areas of benefits and pensions, compensation, labor relations and labor standards, and workforce restructuring. The team also provides advice and counsel to DOE management and contractor human resource personnel on a wide variety of contractor human resource program issues. The team’s main role of oversight is to ensure that the contractors’ human resource programs are in compliance with all applicable DOE Orders, regulations, guidelines and law.

Independent Contract Review Team

Mission

The mission of the Contract Review Team is to conduct independent reviews of procurement, financial assistance, sales, and subcontract actions completed by the EMCBC and service sites under the authority of the Environmental Management Head of Contracting Activity (i.e., PPPO, Carlsbad, and Oak Ridge). The timely reviews ensure that documents submitted are in compliance with statute, regulations, policy and local guidance, make good business sense and meet mission requirements.
