Portsmouth/Paducah Project Office (PPPO) Technical Support Services Procurement

The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is seeking a Technical Support Services (TSS) Contractor to provide technical and administrative support to assist the DOE with the oversight and management of: the clean-up activities, all phases of on-site contractor operations, including general construction activities and On-Site Waste Disposal Facility (OSWDF) site, geotechnical and design documents at the Portsmouth Gaseous Diffusion Plant (GDP)/site in Pike County, Ohio and the Paducah GDP/site in Paducah, Kentucky, services for OSMS located in Pike County, Ohio and Paducah, Kentucky, and the PPPO located in Lexington, Kentucky, various technical engineering support functions, information technology infrastructure and cyber security support, Safeguards and Security (S&S) oversight support, and general administrative support for all of the PPPO sites.

News and Announcements

3/12/2024 Amendment 0001 has been posted to the Final RFP tab, and DOE responses to all industry questions have also been posted to the Questions and Answers tab. 
 
A revised CUI Index listing additional files is available in the Request Controlled Unclassified Information tab.  Individuals who submitted NDA forms prior to March 12, 2024, need not submit new NDAs, however, must send another email to PPPOTSS2@emcbc.doe.gov requesting the newly added CUI.
2/27/2024 The PPPO TSS Final Request for Proposal (RFP) has been posted to the Final RFP tab.
2/15/2024 Within 7 to 14 calendar days the DOE EMCBC intends to issue the Final Request for Proposal (RFP), 89303324REM000120, for the PPPO TSS procurement.

A Special Notice was posted on SAM.gov regarding changes to the PPPO TSS Draft Request For Proposal (RFP) that are anticipated to be included in the Final RFP. This Special Notice is provided as advance notification to assist industry with pre-proposal preparation.

DOE will hold a virtual Pre-Solicitation Briefing with interested parties on January 9, 2024. Information and registration documents have been uploaded to the Pre-Solicitation Information tab. 
11/30/2023 Virtual media associated with the PPPO sites, including the 2023 PPPO Waste Management Symposia presentation, has been added to the Documents Library.

A Request for Information (RFI) notice has been issued publicly to Sam.gov for the Technical Support Services (TSS) Contract for the Portsmouth/Paducah Project Office (PPPO). Responses are due August 3, 2023. A copy of the RFI is also posted here for convenience.

7/10/2023 A Request for Information (RFI) will be issued publicly to solicit input, via capability statements, from interested parties with the specialized capabilities necessary to meet all of the major elements of scope and to further determine whether some or all of the work can be set-aside for small businesses and/or other small business socioeconomic categories for the upcoming competitive acquisition.

DOE was contemplating utilizing the National Nuclear Security Administration (NNSA) Technical, Engineering, and Programmatic Support Services (TEPS) III Blanket Purchase Agreement (BPA) as the contract vehicle for this procurement, however, due to the PPPO TSS broad scope requirements as well as contract type limitations under the TEPS III BPA, the DOE is conducting further market research to assess alternative potential procurement strategies.

To request access to the CUI documents, the following forms shall be submitted:
(1)   Company Non-Disclosure Agreement Form for Access to DOE PPPO TSS Solicitation No. 89303324REM000120 shall be completed in its entirety and signed by an Officer of the Company, where a relationship exists between the company and the individual, which, for purposes of this form are legally binding on both the company and the individual  
(2)   Employee Non-Disclosure Agreement Form for Access to DOE PPPO TSS Solicitation No. 89303324REM000120  shall be completed in its entirety and signed by each employee of the company requesting access to the CUI information. 
Interested parties shall submit completed forms via email to the attention of Irfan Chawdry, Contract Specialist, at PPPOTSS2@emcbc.doe.gov. Comments or questions regarding this process can be directed to the above email address.  

The completed Non-Disclosure Agreement Forms will be reviewed by DOE, and a determination will be made whether to provide access to the CUI documents. An explanation will be provided if a request is denied. The forms can be downloaded from this webpage via the links above.
Controlled Unclassified Information shall not be saved to any devices.
