Waste Isolation Pilot Plant (WIPP) Transportation Services

The U.S. Department of Energy (DOE), Office of Environmental Management (EM), is currently in the acquisition planning stage for competitively procuring a follow-on contract for the Carlsbad Field Office (CBFO) Waste Isolation Pilot Plant (WIPP) Transportation Services for the transport of contact-handled (CH) and remote-handled (RH) transuranic (TRU) wastes and mixed hazardous constituents, including polychlorinated biphenyls (PCBs) and asbestos between various DOE sites across the country and to the WIPP near Carlsbad, New Mexico. Contractor-provided equipment will include tractors and necessary support equipment. DOE will provide the shipping packages and trailers. The new contract resulting from this acquisition will replace one existing contract providing the same services that is currently set to expire in June 2028.

The North American Industry Classification System (NAICS) code for this requirement is 484230, Specialized Freight (except used goods) Trucking, Long-Distance, and the small business size standard is $34.0M in average annual receipts. 8/27/2026 The Department of Energy (DOE) has identified a technical issue affecting the WIPPTransportation@cbfo.doe.gov email inbox that may have prevented the receipt of certain capability statements and inquiries submitted in response to the WIPP Transportation Services RFI.

Respondents who submitted capability statements or inquiries to the WIPPTransportation email address and did not receive either a confirmation of receipt or an undeliverable notification are requested to resubmit their materials. Please send all resubmissions to Dustin.Dalton@cbfo.doe.gov no later than September 10, 2026.

The Department of Energy apologizes for any inconvenience this issue may have caused and appreciates your cooperation. No changes to the RFI or Draft PWS have been made.
