West Valley Demonstration Project (WVDP) Phase 1B Contract

The U.S. Department of Energy (DOE) is seeking a contractor for the continuation of Phase 1B Deactivation and Demolition (D&D) and Soil Remediation activities to be performed at the DOE West Valley Demonstration Project (WVDP) Site in western New York state. The major elements of scope include, but are not limited to: Removal of the below-grade portion of the Main Plant Process Building (MPPB), Vitrification Facility (VF), Ancillary Support Building, and the remediation of soils within Waste Management Area (WMA)-1; Removal of the Radioactive Waste Water Treatment System, including the lagoons, and remediation of the soils within WMA-2; maintenance of the Remote Handled Waste Facility (RHWF); operation and maintenance (O&M) of the of Reservoir, Spillway & Rail Line; management of the Permeable Treatment Wall (PTW); management of the High Level Waste Canister Interim Storage Facility; management of the Waste Tank Farm; management of the Nuclear Regulatory Commission (NRC) Licensed Disposal Area; Waste Management and handling of nuclear materials; Safeguards and Security (S&S); Environmental, Safety, Health, and Quality Assurance (ESH&QA) requirements and business administration; and day-to-day operations, maintenance, and repair of designated facilities, systems, and equipment.

2/29/2024 Amendment 0002 has been posted to the Final RFP tab, which includes one revision to Section L, extending the proposal due date.  
2/28/2024

DOE intends to issue a one-week extension to proposal submissions in response to RFP 89303324REM000122 . An amendment will be issued tomorrow, 2/29/2024. 

2/8/2024 A few updates have been made to the industry Questions and DOE responses to the Final RFP (specifically, a clarification has been made to number 15).
2/1/2024 DOE responses to industry questions and comments have been posted to the Questions and Answers tab. In addition, Amendment 0001 has been posted to the Final RFP tab, which includes revisions to Sections H, I, K, and L (including changes to Attachments L-2 and L-3 word files). Finally, additional documents have been added to the Documents Library. 
1/11/2024 The WVDP Phase 1B Final Request for Proposal (RFP) has been posted to the Final RFP tab.
12/18/2023 A Special Notice was posted on SAM.gov that the U.S. Department of Energy is providing updated procurement schedule information regarding near-term Final RFPs. 11/28/2023 A synopsis and Special Notice were posted on sam.gov to provide notice that the DOE EMCBC intends to issue a Final Request for Proposal (RFP) for the WVDP Phase 1B procurement no earlier than January 2024. 

The Special Notice identified a change to the solicitation number for this procurement.

8/29/2023 The WVDP Phase 1B Draft Request for Proposal (RFP) has been posted to the Draft RFP tab for review.

DOE will hold a Pre-Solicitation Conference, site tour and one-on-one sessions with interested parties on September 21 and 22, and if needed September 20, 2023.  Information and registration documents have been uploaded to the Pre-Solicitation Information tab. 

In addition, the Documents Library tab has been populated with information associated with the procurement.
