PROTECTIVE FORCE SECURITY SERVICES FOR
SAVANNAH RIVER SITE
AIKEN, SOUTH CAROLINA
The proposed acquisition is for multifaceted security services across the DOE Savannah River Site (SRS), a 192,000 acre site in the Aiken, Allendale, and Barnwell counties of South Carolina. The SRS is a key DOE industrial complex dedicated to programs for the Office of Environmental Management (EM) and the National Nuclear Security Administration (NNSA). Through safe stabilization, treatment, and disposition of legacy nuclear materials, spent nuclear fuel, and waste, SRS supports the DOE national security and non-proliferation programs and reduces risks as required by the EM program. This acquisition will meet the security requirements for DOE Savannah River Operations Office and NNSA Programs.
DOE requires a contractor with fully qualified personnel to implement paramilitary (protective force) security programs for the SRS facilities and to support site safeguards and security. Paramilitary forces will protect special nuclear material and classified matter in accordance with federal, state, and local statutes, regulations, and DOE policies and directives; these forces must be available to respond to potential security threats seven days a week, twenty-four hours a day. The contractor shall perform functions including but not limited to the following:
• Safeguard Special Nuclear Material against theft and/or diversion utilizing all available resources up to and including deadly force;
• Protect vital facilities against sabotage;
• Develop, maintain and issue procedures and orders governing protective force operations;
• Secure and maintain safe operations by staffing security posts, patrolling designated areas, and providing law enforcement functions;
• Maintain aviation (helicopter) operations; and,
• Provide tactical response to security emergencies.
