PADUCAH GASEOUS DIFFUSION PLANT (PGDP) DEACTIVATION PROJECT
The U.S. Department of Energy (DOE) is planning for deactivation activities at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, Kentucky. This procurement will result in a Task Order under the DOE Environmental Management Nationwide Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) - Unrestricted Contracts that were awarded December 16, 2010.
The PGDP or Paducah Site is located on a Federal reservation in Western Kentucky, approximately 10 miles west of Paducah, Kentucky, and 3.5 miles south of the Ohio River. The PGDP is situated on 3,553 acres divided as follows:
• 644 acres within a fenced limited security area;
• approximately 822 acres of uninhabited area surrounding the plant area; and
• 1,986 acres licensed to the Kentucky Department of Fish and Wildlife as part of the West Kentucky Wildlife Management Area.
The PGDP is a Government-owned uranium enrichment plant that was constructed in the early 1950’s and operated by the DOE and its predecessor agencies for the purpose of manufacturing enriched uranium for the fabrication of fuel assemblies to support commercial and military nuclear reactors and to support weapons development activities. PGDP includes Hazard Category 2 Nuclear Facilities based on the uranium inventory.
The selected contractor will ultimately be responsible for the management, integration and execution of the deactivation and post-GDP shutdown remediation activities. The requirements include, but are not limited to: Facility Transfer of the GDP from USEC to DOE including Safety Authorization Basis, Facility Deactivation and Maintenance, Utility Optimization; Waste Management: Project Management; Environment, Safety, Health, and Quality; Regulatory Compliance and Permits; and Safeguards and Security.
