Jack R. Craig, Jr. - Director, Environmental Management Consolidated Business Center

Jack Craig has more than 24 years of experience in successful government and commercial project and contract management activities. He entered the Senior Executive Service in September 1999.

Selected as the EMCBC Director in October 2004, Mr. Craig has successfully guided the growth of the EMCBC from a conceptual stage to its present organization of 170 employees. Previously Mr. Craig was the Deputy Manager of DOE's Ohio Field Office from 2000 - 2003 and the Director of the Fernald Environmental Management Project from 1995 - 2000.

Prior to joining DOE, he managed environmental projects at Department of Defense facilities for General Dynamics Corporation. He also held several positions with the Naval Sea Systems Command in Washington, DC.

Mr. Craig holds a Bachelor of Science Degree in Civil Engineering from the Ohio State University and has completed graduate studies at Virginia Polytechnic Institute.


Ward E. Best - Assistant Director, Office of Information Resource Management

Ward Best comes to the EMCBC from the Ohio Field Office where he served as Assistant Manager for Compliance and Support as well as holding the position of Chief Information Officer. Prior to that Mr. Best was Project Director for the Ashtabula Environmental Management Project and was Branch Chief for Quality Engineering for the New Production Reactor Program.

Mr. Best came to DOE from the Navy where he was involved in the SUSAFE Program for Submarine Construction and Overhaul. He holds a Bachelor of Science Degree in Engineering from Michigan State University (1980).


Robert W. Everson - Assistant Director, Office of Technical Services

Prior to joining the EMCBC, Robert Everson served in a series of Environment, Safety, and Quality related positions within DOE, including HQ-EH, the Ohio Field Office, and the Fernald Closure Project. Most recently, he was an Associate Director at the Ohio Field Office.

Prior to joining the DOE in 1990, Mr. Everson also served in positions with the Naval Sea Systems Command and the Army Logistics Center. He holds a M.S. in Industrial and Systems Engineering (University of Michigan, 1989) and a B.S. in Industrial Engineering and Operations Research (Virginia Tech, 1984).


Regina Neal-Mujahid - Assistant Director, Office of Civil Rights and Diversity

Ms. Regina Neal-Mujahid was selected as the Assistant Director, Office of Civil Rights and Diversity on September 21, 2009.

As the Assistant Director she is responsible for managing all aspects of equal employment opportunity (EEO) and diversity at the EMCBC and Customer Sites. She brings significant EEO/diversity experience to her role and is committed to promoting inclusiveness and providing the EMCBC with a roadmap for sustaining and effective and optimum EEO/diversity program.

Prior to joining the EMCBC in 2006, Ms. Neal served as a Program Specialist in the DOE Headquarters Office of Civil Rights and Diversity performing in key functional areas of EEO, diversity and the Employee Concerns Program (ECP). During her tenure there, she delivered the Department of Energy’s Forums at national training conferences on civil rights law, policies, and regulations. Ms. Neal was agency lead for EEO complaints tracking, reporting and certification. Ms. Neal has been employed at the Department of Energy for twenty years, she is a graduate of Saint Paul’s College in Lawrenceville, VA.


Helene Taylor - Assistant Director, Office of Human Resources

Helene began her career with the Department of Energy in June 1992 at the Oakland Operations Office, Oakland, California. In August 1994, she joined the Human Resources staff at the Savannah River Operations Office where she remained until May 2005, when she transferred to the EMCBC, Office of Human Resources. Prior to her DOE experience, Helene was employed by the Department of Defense at various locations across the United States. Helene has an undergraduate degree from the University of Alabama in Human Resources Management and an MBA from the University of Georgia.


Timothy J. (T. J.) Jackson - Assistant Director, Office of Logistics Management

T. J. Jackson comes to the EMCBC Office of Logistics Management with 25 years of experience encompassing Environmental Restoration, Nuclear Facility Construction and Start-up Operations, Waste Management, Regulatory Compliance and Project Management.  During his 15 years with DOE, Mr. Jackson has been the Acting Deputy Manager of the Ohio Field Office, Associate Director, Deputy Director and Acting Director of the West Valley Demonstration Project and Quality Specialist with the Office of New Production Reactors.

Prior to joining DOE, Mr. Jackson worked for 10 years in the private sector, focused on construction and engineering projects including two commercial nuclear power reactors.  He is a certified Level III Federal Project Director, Senior Technical Safety Manager and a Lead Auditor.  He received a Bachelors Degree in Industrial Technology from Tarleton State University (Texas A&M University System) and has completed graduate level courses at Johns Hopkins University.


Ralph E. Holland - Assistant Director, Office of Contracting

Ralph Holland comes to the EMCBC with over 23 years of experience in Federal acquisition, the last eleven of which have been in support of DOE's Office of Environmental Management, Ohio Field Office. During his tenure with DOE he has been, at various times, responsible for each of the Ohio Field Office site contracts, the DOE-wide LLW disposal contract, and overall contracting and procurement operations at the Ohio Field Office. Prior to joining the DOE, Mr. Holland served in supervisory and managerial positions with the Defense Logistics Agency with acquisition responsibility for a broad range of goods and services which included weapons systems components, research and development and construction. Mr. Holland holds a Bachelor of Arts Degree in Management from Antioch University, an unlimited warrant as a Contracting Officer for the United States of America and is certified as a Level III Acquisition Professional.


Mell J. Roy - Chief Counsel, Office of Legal Services

Ms. Mell Roy had served, since 1996, as the Chief Counsel at the Rocky Flats Project Office for the U.S. Department of Energy in Golden, Colorado. She joined DOE in 1991 as the Senior Environmental Counsel at the Rocky Flats Site. Prior to her federal service, Ms. Roy practiced seven years as counsel with several government contractor firms. She was Environmental Counsel and Senior Program Manager for multi-million dollar government contracts engaged in environmental consulting, remediation and response action activities for the U.S. Environmental Protection Agency, the U.S. Department of Defense, the U.S. Department of Energy, state agencies and private sector clients.

Ms. Roy concurrently earned a Bachelor of Science degree majoring in Chemistry and a Bachelor of Arts degree majoring in Speech Communications from the University of Denver. She conducted her undergraduate research in radiation chemistry. Subsequently, she earned her Juris Doctor degree, also from the University of Denver.


David Arvin - Assistant Director, Office of Financial Management

David joined the EMCBC as Assistant Director, Office of Financial Management in October 2009. He has served in a number of financial management positions within the Department of Defense (DoD) for more than 17 years. Prior to joining the Department of Energy, he was Director for Accounting Requirements, Defense Finance and Accounting Service (DFAS), Columbus, Ohio where he managed the legacy accounting systems, processes and procedures supporting the U.S. Air Force.

His previous positions in DoD include; Air Force Client Executive Liaison, Air Force Materiel Command Client Executive, Internal Review Site Manager, and several policy and operational accounting positions.

David holds a Bachelor of Arts in Accounting from Anderson University, Indiana. . He also attended the Army Comptrollership Program at Syracuse University where he earned a Master of Business Administration. David is a Certified Public Accountant licensed in the State of Indiana.


Terry Brennan - Assistant Director, Office of Cost Estimating and Analysis

Terry Brennan joined the EMCBC in July 2007 to establish the EM Office of Cost Estimating and Analysis. He has more than 25 years of experience as cost estimator and value management specialist, gained while working in private industry, with Allied Steel Corp., Charleston South Carolina and as a Federal employee, since joining the U.S. Army Corps of Engineers in 1984.

He joined the Department of Energy at the Savannah River Operations Office in 1995, then moved on to positions of increasing responsibility until his transfer in 2000 to the Department's National Environmental Technology Laboratory’s Center for Acquisition and Business Excellence (CABE). At CABE he was responsible for developing DOE’s Value Management and Cost Quality Management Programs, while supporting the DOE Office of Engineering and Construction Management (OECM).

Prior to joining the EMCBC, Terry served as the Chief Information Officer within the Office of Legacy Management (LM), where he developed LM’s Enterprise Management System and was responsible for the transition of all information systems and records inventories associated with EM’s Closure Sites (Rocky Flats, Fernald, Mound, Columbus, and Ashtabula) to support the Department’s Long-Term Stewardship responsibilities.

The EM Office of Cost Estimating and Analysis is responsible for preparing conceptual, planning, and hard-dollar (bid) cost estimates; preparing life-cycle cost estimates; developing program and project-specific life-cycle baselines; establishing programmatic cost estimating policies, procedures, and guidelines; and performing value engineering studies for the Office of Environmental Management.

Terry is a U.S. Navy and Submarine Service veteran.
