The Department of Energy Environmental Management Consolidated Business Center (EMCBC) is seeking industry input as to their capabilities for the treatment of Low Level Waste (LLW) and Mixed Low Level Waste (MLLW). The Sources Sought and any future efforts relating to LLW/MLLW Treatment will be issued by way of this web-site and FEDBIZOPS. If a subsequent contract or contracts are awarded they may be in the form of a single contract award or multi-award Indefinite Delivery Indefinite Quantity (IDIQ) contract(s). The contractor(s) has/have the responsibility for total performance under the contract, including determining the specific methodology for accomplishing the work.
The purpose of any future contract action is for the safe and permanent treatment of LLW/MLLW material (as defined in the Atomic Energy Act of 1954 as amended) in accordance with all Federal, State, and local laws and regulations. LLW/MLLW is waste that contains a hazardous waste component and a radioactive material component. The hazardous waste is identified in the Resource Conservation and Recovery Act of 1976 (RCRA) and listed under 40 CFR Part 261, Subpart D, and/or exhibits a characteristic described in 40 CFR Part 261, Subpart C. The goal is to meet treatment services requirements for multiple DOE organizations, as well as other Federal waste generators.
This effort is of national interest and must be continued to complete cleanup of the legacy waste, achieve compliance with regulatory requirements, and transition to long-term waste management and stewardship activities. This anticipated commercial acquisition provides for cost-effective compliance with the RCRA, the Federal Facility Compliance Act (FFCA), State hazardous waste regulations, polychlorinated biphenyl (PCB) regulations, and any other applicable laws.
This effort is one of several interrelated operations under the management of the Department’s Low-Level/Mixed Low-Level Radioactive Waste Corporate business entity (hereafter referred to as the LLW Corporate Board or Board).
