The Environmental Management Consolidated Business Center (EMCBC) in Cincinnati, Ohio serves the DOE Office of Environmental Management (EM) with a mission to provide our customer sites with business and technical resources that includes: Financial and Project Management, Human Capital Management, Information Resources Management, Contracting, Legal Services, Logistics, Cost Estimating Support and Analysis and Technical Services.

The EMCBC Strategic Plan 09 articulates the strong commitment of the EMCBC and its employees to meet the needs of EM in its mission to complete the safe cleanup of the environmental legacy brought about by fifty years of nuclear weapons development and government-sponsored nuclear energy research.The recently issued Customer Service Standards commit the EMCBC to providing accurate and timely customer service as a "Core Value."

EMCBC welcomes David Arvin, Assistant Director, Office of Financial Management
October 20, 2009


David joined the EMCBC as Assistant Director, Office of Financial Management in October 2009. He has served in a number of financial management positions within the Department of Defense (DoD) for more than 17 years. Prior to joining the Department of Energy, he was Director for Accounting Requirements, Defense Finance and Accounting Service (DFAS), Columbus, Ohio where he managed the legacy accounting systems, processes and procedures supporting the U.S. Air Force.

His previous positions in DoD include; Air Force Client Executive Liaison, Air Force Materiel Command Client Executive, Internal Review Site Manager, and several policy and operational accounting positions.

David holds a Bachelor of Arts in Accounting from Anderson University, Indiana. . He also attended the Army Comptrollership Program at Syracuse University where he earned a Master of Business Administration. David is a Certified Public Accountant licensed in the State of Indiana.

Combined Federal Campaign
September-November 2009

EMCBC Director Jack Craig presents Office of Information Resource Management employee Lori Rice with a CFC insulated cup for first-time contributors, marking the start of the CFC Campaign that will be held September 28 to November 20, 2009.The Combined Federal Campaign (CFC) is the only authorized solicitation of Federal employees in their workplaces on behalf of approved charitable organizations.
  • You choose which of 2,600 charities to receive your gift.
  • You chose how much you want to give and how you want to give it: by cash, check, credit card, or payroll allotment.
  • Giving via payroll deduction allow you to spread your gift over the course of a year, allowing you to give more generously.
  • The CFC is a safe and proven program. It’s been around for more than 45 years.
  • CFC results are audited by a local independent CPA firm to ensure that contributions are forwarded to the charities as directed by donors and to ensure that the campaign is fiscally responsible.
  • All charities that participate in CFC are screened by Federal employees to ensure they meet the same criteria.
  • Your gift improves the quality of life for you and your neighbors in the Tri-State area, across the country and around the world.
