Our mission is to provide expert technical and subject matter site closure expertise to facilitate the EM mission of accelerated cleanup and closure. Closure Cadre employee provide on-site support at closure sites and are under mobility agreements.

Cadre employees are tasked with assuring that Integrated Safety Management Systems for the CBC, its supported sites and their contractors are implemented and working effectively in order to ensure the safe operation of facilities, processes and facility decontamination and decommissioning activities.

They oversee and evaluate facility and site-specific safety basis authorization documents and authorities. Oftentimes, they provide technical and subject matter expertise in the closure of sites, including engineering services, contracting services, administrative functions, and other closure type activities.

Cadre staff ensures that contract requirements for accelerated closure are being met. They manage the closure contract and provide appropriate Government Furnished Services and Information (GFSI) to enable the contractor to perform the required work scope.

Another task for the Cadre is implementing DOE policy regarding contract award and administration for the execution of all EM operational, maintenance, and program activities at the sites and executing those contracting activities delegated by the Head of the Contracting Activity. They assess performance of contracts against requirements including, specific performance expectations, baselines and end state targets. Cadre members assess progress and use feedback for improvement. Finally, they represent the Department in directing contractor performance of assigned program operations.

They develop, approve and implement policies, programs, procedures and management systems for the coordination and implementation of EM Federal and contractor programs at the closure sites.

As appropriate, Cadre carries out and exercises all authorities delegated by DOE Orders and Federal regulations with respect to EM activities at the sites.

They ensure that the mission is performed consistent with the letter and spirit of the DOE, federal, state, and local safety, health, and environmental requirements, regulations and laws.

Lastly, they ensure that GFSI is managed and tracked for each contract in support of site closure.
