The Department of Energy’s Office of Environmental Management has issued a Request for Proposals for the West Valley Demonstration Project (WVDP) Interim End State solicitation. The WVDP is a DOE managed, contractor-operated, environmental remediation project located on the site of the Western New York Nuclear Service Center, owned by the State of New York and administered by the New York State Energy Research and Development Authority. Located on approximately 165 acres about 40 miles south of Buffalo, the WVDP occupies the site of the only commercial nuclear fuel reprocessing facility to have operated in the United States.
The “WVDP Interim End State” is an interim step for final decommissioning of the site in accordance with the WVDP Act (Public Law 96-368). Until DOE completes evaluation and analysis of various closure alternatives in the Decommissioning Environmental Impact Statement and issues a Decommissioning Record of Decision, DOE plans to proceed toward Interim End State completion performing waste management, decontamination, deactivation, and disposition of facilities, and infrastructure/landlord activities.
The work activities defined in this solicitation will be completed under a competitive, unrestricted, cost-plus-award-fee contract. DOE intends to achieve the interim end state for WVDP by not later than December 31, 2010.
