REQUEST FOR PROPOSALS (RFP) NO. DE-RP27-09RV15051
222-S LABORATORY ANALYTICAL SERVICES & TESTING (LAS&T)
RICHLAND, WA
The U.S. Department of Energy (DOE) is currently planning to issue a solicitation for laboratory analytical services to receive, analyze, test and report the results from approximately 15,000 inorganic, organic and radiochemical analyses annually in support of clean up efforts at the Hanford Site near Richland, Washington. The solicitation will be limited to small business concerns only. The laboratory analytical services will be performed at the 222-S Laboratory complex, the primary laboratory for highly radioactive samples at Hanford. The 222-S complex includes a 70,000-square-foot laboratory and several support buildings, including 11 hot cells for handling and analyzing radioactive samples. The majority of the samples analyzed in the laboratory are from Hanford's underground tanks. The analyses are needed to determine what is in the waste, maintain control of the chemistry of the wastes in the tanks, and prepare the waste to be turned into a stable glass form at the Waste Treatment and Immobilization Plant under construction at Hanford. These services support cleanup and closure of the Hanford site and are critical to the achievement of the closure goals of all site projects. The services to be acquired may include, but not be limited to, the following tasks:
•Perform sample receipt and preparation activities associated with Hanford site samples sent to the 222-S Laboratory.
•Perform sample analysis including inorganic, organic and radiochemistry analyses associated with Hanford site samples sent to the 222-S Laboratory.
•Provide hardcopy and electronic data reports/deliverables to Hanford site 222-S Laboratory customers.
•Collaborate with the Hanford Tank Operations Contractor (TOC) to reduce the footprint and cost of the facilities and infrastructure services.
•Provide management, administration and/or participation in existing pension and other benefit plans at the Hanford Site with the existing workforce covered by such plans while performing the above activities.
This work shall be performed while using DOE-owned facilities and infrastructure which are maintained by the TOC and using work processes and work behavior, which meets overall Hanford Site programs.
